Requesting that the Joint Committee on Government and Finance authorize a study of the advisability and feasibility of the creation of an administrative unit of state government to assist professional licensing boards.

Whereas, Professional licensure boards are created to protect the public; and
Whereas, Other states have created offices or divisions of state government to provide administrative and other assistance to professional licensing boards; and
Whereas, The administration of certain boards by one central office could decrease professional and occupational license fees and provide a more efficient structure for the boards' functions; and
Whereas, A central office could provide the professional licensing boards with coordination of clerical, legal and other assistance; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby requests the Joint Committee on Government and Finance to authorize a study of advisability and feasibility of the creation of a umbrella board to administer professional licensure boards; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the Regular Session of the Legislature, 2011, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the Legislative expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
